I need to know everything about Super 8 or Super 16mm film?

I need to know everything. I want to shoot some dark, dingy, atmospheric horror shorts on Super 8 or Super 16. I need the best for the cheapest, and something that records sound onto the film. I'm completely new to this, and there's nowhere I can take cles on this around me.
