Are there any areas around Washington D.C. that are prettier than Texas?

I am a highschool student in Texas, and I'm trying to decide where I want to go to college. Washington sounds like a place I might like to move. I think that it would be cool to be close to our nations capitol, the whitehouse and all of the historical places around there, but I want to move to a place w/pretty scenery and I want to be in a safe place.
