What should I wear at about 15 degrees Fahrenheit with high wind (12,000 feet altitude in November)?

I've been living in Southern California, so I've lost my cold weather clothing sense. Could I get away with just a wind-resistant fleece jacket, a wool sweater, a shirt, and an undershirt instead of having to get a really heavy parka?
